Sometimes I also use a certified Starling Bank statement, which I can create at will and print off at home.
But that presumably wouldn't comply with Charter's stated requirement, which others also stipulate?

Charter verified my ID electronically, although that was a good few years ago now.
I did have to post them a bank statement as proof of my nominated bank account, though. This was a current account I'd held for almost 30 years which no other bank had ever failed to recognise, so it'd odd that Charter couldn't. Fortunately, I was receiving paper statements at the time (I'd continued with them just for this account for that exact eventuality) but the bank has recently forced customers onto the paperless option. Now paperless is pretty-much the norm, banks like Charter need to stop insisting on needing recent, original paper statements for verifying nominated accounts, as the majority of new customers won't have them.

Two years ago I set up a brand new Charter ISA account for my mother ( she had no prior dealings with them). No ID requested at all, so evidently her digital footprint sufficed.

I have held several Charter accounts. All verification to date has happened electronically, and I am ready for any more extensive check they might want to do in future.
Different people, different times, different checks - - much like the checks all other providers are doing.

I don't think they would be able to tell which printer those certified Starling statements did come off on. I have used the Starling statements numerous times, albeit never with Charter, as they always verified me electronically.

But surely the sole purpose of certification is to add security data within the PDF file itself, which is only accessible in the original soft copy, i.e. once printed it just looks like any other statement (and could have been edited, etc)?
The fact that Starling seemingly don't issue original paper copies would also be a bit of a giveaway!

Yes, presumably. No other banks have ever failed to verify my current account via that method, so I've no idea why Charter struggled to do so.

Just to clarify - in my case, this was to verify the account as a nominated account for the cash ISA I was opening (it wasn't for proof of address). This was a slight tangent to the OP's issue, but I thought it was worth mentioning as another example of Charter requesting hard copies of documents unnecessarily (I wasn't able to email them a PDF or post them a printed copy - it had to be an original paper statement).
