Sorry for the ignorance, but if this has not gone to court then high court enforcement can't happen, right? Bailiffs is now just an old term for these enforcement officers, and they are the only ones who would have the power to remove goods.

It goes to the Traffic Enforcement Centre, which is "the court".
Google "pcn bailiffs for wrong address" and the AI advice summary is actually very good.
