Horizon Parking Charge – Tesco Customer – Appeal Advice
Hi everyone,
I’ve received a parking charge from Horizon for parking at Tesco, even though I was a genuine Tesco customer on 18/07.I contacted Tesco by phone and via WhatsApp, and they advised me to appeal directly to Horizon.
Unfortunately, I paid in cash and don’t have the receipt, but I do have proof of Clubcard points from a purchase made at Tesco that day.
I have also contacted the leasing contact, the landowner and the letting agent, but I haven’t received a response from any of them yet.
The notice was issued on 28/07 and I received it on 04/08, so I’m worried about missing the 28-day appeal deadline.
Should I appeal to Horizon now and rely on the fact that I was a genuine Tesco customer, using my Clubcard evidence, or should I wait for a response from Tesco or the other parties?
Thanks in advance for any advice!

Read the letter. The fee is for exceeding the maximum parking time.
Proving you went to the store doesn't do a thing to defend against that.
How long does that location allow?
How long do you think you were parked?
How long do they say you were there?0 -

I’ve received a parking charge from Horizon for parking at Tesco, even though I was a genuine Tesco customer on 18/07. I exceeded the maximum permitted parking time by 46 minutes 🫣

Post the NtK properly redacting ONLY personal details.
Why have you redacted dates and times etc?
Are the person named on the NtK or is this a lease car?

Are you the Registered Keeper. ? Or is it hired, leased or a company vehicle. ?
Tesco Head Office in Dundee can get it cancelled, especially if you have the club card history
Where is the Tesco store location. ? What is the maximum stay period there . ?

I only redacted the dates and times just in case, as I wasn’t sure what information should be kept private. It’s a family car, registered in my husband’s name, and I was the one driving at the time.I had read that some people had managed to get these cancelled through WhatsApp, so I tried that first. I spoke to two different operators, but unfortunately they both refused to cancel it. I also tried calling Tesco, but they refused as well.
The Tesco store is Tesco Superstore, Stratford-upon-Avon (3212). The maximum stay is 3 hours.
Do you mean I should contact the Tesco Head Office in Dundee by email?1 -
Tesco are notoriously unhelpful so you need to ditch the politeness and get angry
Tell them their policy is no different from the trolley applying its brakes and a bill for £100 being ejected from the handle for taking too long to shop.
Turn up the furious.

The NTK must be in his name, not yours, so at the moment you are a stranger to the case, because his name is in the frame for the pcn, because it has his name and address on it, not yours ( so you are incorrect, you haven't received the parking charge letter, he did. )
I’veMy husband received a parking charge from Horizon for parking at Tesco, etcI appreciate that you as the driver feel responsible for him getting the pcn invoice, but at the moment he has to be the one to deal with it, not you ( but you can assist him. ) he is the current data subject involved
If its a 3 hour maximum stay, with an overstay of 45 minutes, thats a long time to be in one supermarket ! So I am not surprised that the pcn was correctly issued for an alleged overstay by the driver, plus that Tesco refused to deal with a 3rd party ( you. )
The reason I asked if the vehicle was hired or leased etc is because you mentioned a leasing contact ( agent )
I asked about the location, in case it was Scotland

The store can reprint the receipt if you can remember more or less which till you used, and a couple of items purchased.
Go in person and insist they help you by either cancelling it or by reprinting the receipt. Stand at the CS desk delaying the queue. Ask this week/end for the receipt because when your husband (not you) appeals, Horizon may cancel due to the receipt. Clubcard points do not help.
Not in Scotland?
Nobody disabled in the car?
Is your husband the registered keeper on the logbook?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you for explaining. I will definitely go to Tesco today and ask them to reprint the receipt. I can remember approximately which till we used and some of the items we purchased.
It’s not Scotland — this happened in England. There was nobody disabled in the car. There were three children and two women, and, as usual, somehow the whole thing ended with a parking charge 🫣
I’m just not sure what steps we should take after getting the receipt. Once we have it, should my husband appeal to Horizon and include the receipt as evidence? Is there anything else we should obtain or do before submitting the appeal?
Also, when I spoke to Tesco previously, they didn’t even ask me for the PCN number or any details of the parking charge. They simply refused to help me. So I don’t think their refusal was actually because I was a third party — they never checked the PCN or the case details at all. I just wanted to clarify that point.
My husband is the registered keeper and the NTK is in his name, so I understand now that he needs to deal with the appeal, while I can assist him.

Dont take opinionated advice regarding private parking as most do not understand it and the contract law it comes under…Except when you post on the MSE private parking forum where experts in this field will direct you …..so you pay nothing at all .
Right and wrongs got nothing to do with anything regarding these unregulated scammers….the regular posters on the private parking forum will guide you…. will help you to deal with all the PPC,s robo claiming BS.
For a start the appeal deadline and payment …..its nothing more than a initial suckers bribe or hollow threat to illicit easy money !
