1.3 sec is £100 and 3 points or a course. Although it is also an offence to cross on amber that is never enforced and there is offen n a 1 sec into the red discretionary time as well, so white van man probably got away with it and it is unlikely that his (or her) van would have triggered the camera as it crossed the line.

Looks to me its the van which has run the red, not the blue car.

I would strongly recommend you take this over to the FTLA forum and post within the speeding/criminal offence sub forum as previously given by an earlier poster.
Speeding and other criminal offences
A crude analysis of comparing overlaps of the two images shows no movement in your car as far as I can tell. The tyres are behind the stop line again based on crude line measurement on the second photo. It could be that your bumper may overhang the stop line…….how that can be determined beyond a reasonable doubt I'm not sure. This is obviously based on your images. I assume the images they hold are higher quality.
Unfortunately you likely won't see full evidence until court. Take it to FTLA linked above and see what they say.
As mentioned it could be a mess up on their part and the van was meant to be pursued for the offence.

You only have to cross the stop line by a fraction of an inch to to commit a red light offence, that image was taken 1.3 seconds after the light turned red so the van crossed it some time before that point and may or may not have got a NIP.
You can’t tell from the photo that the OP crossed the line butis very close to it and the sensor in the road will confirm it.
