That Is the most likely path, but the government in Scotland will have to ratify the final details, but are likely to go with the flow set by the new regulatory Code of Practice set by the MHCLG

Hiya!!! I contacted Tesco WhatsApp chat
At first they said no, we can’t help. So I started the convo again and lied and said that in a previous instance this happened in another Tesco car park and the on-site manager was able to cancel it. So they came back to me and said they’d escalate to their support team and they would contact me in 5-7 working days. That was yesterday, today they said it’s cancelled in full and Horizon would send me a letter that will arrive in the next 10 days confirming :)
Seems that telling them you’ve previously been told it can be dealt with (contradicting their statement that they can’t help) or just persevering and asking again get the desired outcome. Absolutely lovely support team and customer care at Tesco!3 -
Well, if it does get cancelled, that absolutely lovely support team have rescued Tesco a customer. Well done.

And re the law change in Scotland, I don't need to confirm or clarify. I deliberately typed 'for future new PCNs' with emphasis of hyphens to stop that question being asked!
Legislation doesn't work retrospectively.
But get ready and all Scottish drivers should be more careful and avoid private land if at all possible, which it usually is. Not when shopping, but read signs every time.
