Scotland: Parking Charge Notice to Keeper
Hi all,
Received today a parking charge notice to keeper from UKPA, no letter to driver as licence plate recognition cameras were used.
Have attached images but breakdown is as follows:
Parking took place 28th July in Livingston, Scotland. Delivered today, 11th August.
Reason for charge notice is non-payment.
After spending quite some time reading through this forum and elsewhere, I believe that - as I am in Scotland - there is currently no keeper liability and also no legal obligation for me to identify the driver at the time of parking.
Is this correct? I have found a similar, though of course not identical, post on this forum and therein is suggested a template; would I be best served by acting similarly and appealing the charge, citing the fact that Section 8 has not yet commenced?
Thank you all in advance; this is my first time dealing with something like this and £60 really is a major blow at the minute.

Put the paperwork in a drawer, including all further stuff that will arrive and ignore.
Nothing else to do.
Do not have any contact whatsoever with the PPC.

Second paragraph on the back is likely to be unlawful.

Appeal to the landowner - search for my post on the successes thread, we had the ticket cancelled at Almondvale.

Why?
No need for any sort of appeal.

I wondered about that. Don't think the act applies so looks like they are at it.

Because it takes about 30 seconds, costs nothing, and saves you years of chucking out junk mail.

As above …. The parking firm already know that at the moment there is no keeper liability in Scotland
You just ignore, you may get debt collector letters spouting their normal rubbish, maybe even one of the dodgy legals might give it a try with scare tactics … STILL IGNORE
In the very unlikely event you get a court claim comr back here although I understand in Scotland the minimum claim is £300
You certainly DO NOT provide iinsurance details of the car or a drivers licence … that paragraph was written by a cloud dreamer
Do you reside in Scotland ?

Waste of 30 seconds of my time 😉
Any communication from a PPC costs them money so a definite win ignoring them.

It's all priced into their model, they really don't care how many letters theyre sending out.
Get it cancelled, get on with your life.

Ignore it and life goes on.
