Thanks dnpark38. I think that is the most pragmatic approach, but it still feels wrong. I would love to know what others think.

I have had a further thought/question about this. The reduced amount of £20 seems like the PPC has "upheld my complaint", but are still trying to get a bit of money out of me. Since this idea of asking me for £20 is NOT mentioned on any of their signage, I fail to see how this can form part of a contract and should therefore be unenforable my the county court?

Read @Coupon-mad earlier post. The £20 “bribe” was predicted and you should seriously consider not paying it

Indeed.
And you were NEVER in breach.
You cannot arrive holding the Blue Badge, if your passenger you are picking up is holding it inside adjacent premises. There must be a fair 5 minute observation period (to see where the driver goes and to discount the possibility of picking up a disabled passenger) before ticketing a car.
And what you've missed is that Moorside / UKCPS claims don't reach hearings before judges anyway!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
