It might be an Amazon thing as I was able to do a BT off Barclaycard (the own brand Platinum one) to HSBC this week, it was processed and backdated to Saturday without issue

But what does this wording mean under " Transfering a balance"
"Where we offer it…" ??
".....you may be able…"??

It's not obvious (when are T&Cs ever) but I think that section is dealing with moving balances TO the Barclaycard.
Where we offer it, you may be able to make a balance transfer (this is a
transfer of funds from your card to reduce the amount you owe on other
credit cards, store cards or loans) or a money transfer (a transfer of funds
from your card to another account) straight away[my bold]
