UKPC - Notice of Debt Recovery letter
Comments

According to Security, they believe the site is owned by YPS but is sub'd to UKPC and it is that bloke that visits the car park several times a day and takes photos of "vehicles contravening the regulations" The only signs around where I parked the LWB are not the Green ones - there are very few of them (mainly by Pay Machines but not all all machines) - but the Blue Disabled UKPC signs. Witten on those in very small text is "all vehicles must be parked within a marked bay" and an icon of a car in a marked bay that does not resemble any of the bays on the car park. And I note that the blue sign even mentions YPS by the Pay icon even though the sign is headed UKPC
Incidentally when I spoke to security they said parking lengthways over 2 bays is/was allowed but parking sideways or diagonal over 2 bays isn't. They were very surprised when I showed them the LWB overhanging a bay.
So I guess I could write to the car park management company asking why the vehicle was ticketed and the relationship of YPS and UKPC .. or do I forget all that and just go with the original plan of ignorance of that parking rule, that it used to be allowed and being a regular shopper to the site - I do have a receipt for ASDA dated the day of the ticket I could attach ?0 -
Parking companies dont own car parks, they are a contractor working on behalf of the retail park management company who are working on behalf of the actual landowner , usually a pension fund, investment company, insurance company or hedge fund etc
I doubt that security can help, you want to complain about it to the managing agent, whoever that is
The signage on site formed the contract with the driver, the debt collectors client is UKPC, so the driver contracted with UKPC, nobody else
YPS is a payment and booking system, like Ringo
UKPC are enforcing the car parking rules

I don't mind the to & fro with DBCL if there is a likely positive outcome "You - or your son - have 100% nailed on discontinuance next year, if UKPC issue a claim via DCB Legal, to either you or your son. If it stays in his name, why not just have him change his address on the DCB Ltd portal to yours?
Then you will get all the letters and can handle it all for him.
I promise they'll discontinue.
But first, try the complaint angle robustly and angrily with ASDA and the retail park site property managers; their name appears at the entrance and it isn't YPS or UKPC!

Guys, I emailed the management company last night and they have responded promptly this morning and have agreed to cancel the PCN :)
Attached is their an extract of the email received. So hopefully the case is now closed, I will confirm acceptance by email and advise them of the keepers correct address for confirmation of the cancellation.
I'd like to thank this group for being so supportive and knowledgeable and, had they not cancelled the PCN, I would have followed the groups advice and took it to the wire until DCB Legal discontinued action.
I originally posted on a local FB group about the PCN at this Central 12 car park so I will update that and recommend anyone facing the same as I to join this forum for excellent advice.
Once again, thank you all for your help, most appreciated :)4 -
Great Stuff, pleased for you both
Please ensure that he takes onboard what we said about the V5c log book and driving licence registered address, otherwise he could accrue all kinds of official stuff, requiring prompt attention
