Particularly aggressive tactics by oneparking solution for a ticket that was paid
Hi forum,
I have skimmed the advice in this section. In truth I did not do it originally because this is about a parking ticket ticket that was paid but escalated to a debt collection company anyway.
On xx May 2026 I used a car park run by oneparkingsolution. On exit I paid at the payment kiosk which was next to the park entrance/exit and received a ticket with for my wife's car's registration that I was driving. Five days later we received (to our home address) a Notice To Keeper with 2 grainy images of my wife's car, licence plate blurred. Also shown on the NTK were the vehicle entry and exit times.
"Reason: Parking duration not paid in full"
As I had paid the parking fee (before exiting the car park) I thought nothing of it. I immediately logged onto the oneparkingsolution.co.uk site and following their own instructions submitted a photograph of the ticket receipt which clearly shows the vehicle registration and the date.
The oneparkingsolution.co.uk NTK state that they will get back to you within 14 days, always withing 28 days. "If OPS deem your application unsuccesful you will be informed on how to appeal …"
I took this at face value as a commitment that they will respond.
Instead - 6 weeks later, I received a letter from ZZPS (debt collection agency) for the original amount + £70.
I contacted oneparking again, this time by post, telling them 1/ ticket had been paid (providing a photocopy again) and 2/ that they have not followed their own terms and conditions by getting back to me in the manner they say they do (i.e. by writing within 28 days).
Their response which arrived last week was that as the parking charge has been passed onto the debt collection company I must deal with them (ZZPS) and they (oneparking) are no longer able to respond further.
To summarize the oneparking response - we don't care that you can show a valid parking ticket for the visit and we don't care that we have erroneously escalated this to debt collection, go away, don't bother us, and deal with the debt collection agency.
Having actually shown them (oneparkingsolution) that I had a valid ticket I don't see the point in writing to them again.
My approach would be to:
- Complain directly to the ombudsman (who does the forum recommend).
- I am also thinking of warning off ZZPS by writing to them to inform them that a debt collection has been erroneously submitted to them and is currently the subject of a complaint.
Is this the correct approach?
Thank you for consideration

1 its an unregulated industry, there is no ombudsman at the moment
2 you could do, telling them to refer the matter back to their client ( probably be ignored)
This will likely be a matter settled in a future Money Claim
Meanwhile, you could report them to the CMA adding your saga and proof etc ( to add to their investigation of private parking companies, but they won't deal with individual cases, but it all adds to their evidence gathering, especially in light of their recent public warning, open letter. )

In addition to the CMA, report your saga to your MP.
You should also try a complaint about OPS sharp practice to the car park owner/retailer ask them to cancel pcn since you paid and still have ticket - PLAN A in NEWBIES thread.
Look again at POST 4 - Debt Letters and POST 2 - Small Claim
You're quite right OPS don't care, they're only interested in escalating your charge to £170 or more and hope their debt agency buddies letters can scare you into paying this false amount they say your due.
9 -
Particularly aggressive? They don't do any other behaviour. No one would be duped into paying if they told the truth and were nice about it.
Stop trying to communicate with powerless debt collectors like ZZPS. Ignore and come back if you receive a Letter Before Claim from a back street solicitor.

Under the KADOE rules, OPS remain the data controller and must deal with a data complaint: you are saying that their data is inaccurate, so this complaint falls under the DPA 2018. As does you reminding them that they are the data controller and can't wash their hands of it.
So, lodge a complaint with their DPO.
Under Code of Practice rules, they also had to respond to your appeal within 28 days and they probably did email you (look in your junk emails). But you still don't pay them and certainly not the debt crawler.
Please show the PCN and tell us which site?
And please show their reply to your email that washed their hands of it.

Your questions answered in points 2 and 7.
Quick refresher:
1/ on xx May 2026, I paid parking ticket on exiting car park run by oneparking solution
2/ A few days later I received a NTK: Parking charge, Reason: parking duration not paid in full
Which site: www.oneparkingsolution.co.uk
3/ Immediately logged onto their website, submitted a scanned copy of the ticket, showing date, time, registration and amount
4/ Never heard from them until …
5/ 6 weeks later, I received a letter from ZZPS (debt collection agency) for the original amount + £70
6/ Contacted oneparking again, this time by post, with proof of payment (photocopy)
7/ Oneparking response (post) is that as the parking charge has been passed onto a debt collection company (ZZPS) I must deal with them (ZZPS)
Their reply to my post (registered post, not email) in which they washed their hands of it:
Re: Parking Charge OPSnnnnn (Vehicle: <registration>)
Site: <Location> Car Park
Issue date: dd/05/2026
Thank you for your correspondence,
We have reviewed the comments provided below and can confirm that the Parking Charge has now been escalated to our appointed debt resolution company, ZZPS.
As a result, we are no longer able to accept payment directly or correspond further regarding this matter.
All future communication and any payment arrangements must now be made through ZZPS.
You may contact them using the details included in their correspondence or via their website at https://www.zzps.co.uk
Yours sincerely,
One Parking Solution Ltd.
8/ I did not reach out to ZZPS, I reached out to this forum, and decided to see how this played out.
new correspondence received, all by post:
9/ dd July 2024, ZZPS: ACTION REQUIRED: OUTSTANDING BALANCE DUE £<original amount + £70>.
"… You have chosen to ignore our attempts to resolve this and therefore, left with no alternative we will pass this case to GCTT Certificated Enforcement Agents. …"
10/ dd August 2026, GCTT Certificated Enforcement Agents: WARNING NOTICE OF TRANSFER TO SOLICITORS.
[my note: "Certificated", not Certified or anything else, but Certificated]
"You have received this letter as ONE PARKING SOLUTION LTD is intending to pursue this matter through the courts, however, they would like to offer you an opportunity to settle the balance before this happens and avoid the need for costly legal action which may result in you receiving a County Court Judgment against you and affect your ability to obtain credit in the future …"
11/ dd August 2026 (2 weeks later), GCTT Certificated Enforcement Agents: NOTICE OF TRANSFER TO SOLICITORS.
12/ dd September 2026, Oak Legal Services:
"We have been instructed by ONE PARKING SOLUTION LTD to recover the outstanding sum of <original amount + £70> in relation to the above noted vehicle at <Location> CAR PARK managed by our Client
13/ dd September 2026 (2 weeks later), Oak Legal Services: FINAL DEMAND
"… In the event that you fail to pay the outstanding sum or contact us before the timeframe above expires, a formal Letter of Claim, will be sent to you which may proceed to a County Court Claim being issued if the balance remains undpaid. …"
14/ So no letter before claim yet, I am still waiting for this. At this point I am contemplating writing to One Parking using the template letters demanding who the landowner is who they are acting on behalf of so that I may write to said landowner, and demanding to know the basis for the claim given the parking was paid, and I am consider sending them a separate Subject Access Request to understand the nature of the data they hold on me so that it may be rectified.
[my note: they are threatening me with a Letter **OF* Claim, not a Letter BEFORE Claim. Are these different?]

Look closely - ZZPS, GCTT and Oak Legal are one and the same company.
Of/before are interchangeable - they are the same thing, a letter warning that court action will be started if you fail to respond.Always remember to abide by Space Corps Directive 39436175880932/B:
'All nations attending the conference are only allocated one parking space.'

Thanks, I agree - I noticed the letter formats and styling were nearly identical, and addresses the same. I didn't think it was relevant to this discussion so didnt mention it.
