Times Parking - Parking Charge Advice/help
Hi All,
I am after some advice from my daughter; she has received 12 parking charges like the below. The date of alleged offences range from12/05/2026 – 10/06/2026, the car park was originally an NCP car park, which I believe have gone into administration.
When she has beenparking there, she was paying for her parking with the NCP app (she has proof of this), until the app then wouldn’t allow her to pay for the parking she downloaded an alternative app & has been paying for her parking with this now.
Obliviously they are trying it on in the hope they can squeeze some money out of her.
Am I correct in thinking they are all out of the 2-week timescale? As per POFA 2012, The date of sending all the parking charges was 24/07/2026, they arrived today 27/072026.
What is the best course of action with all 12 of these?
Thanks

More likely to be incompetence, not a deliberate trying it on
She can appeal each one separately, as keeper, based on no keeper liability due to non compliance with Pofa2012, if they all fail the same test
Adapt a previous template in these Times cases, but do not mention popla, because its the IAS

Thanks Gr1pr she will do

I couldn't find any past templates from Times cases how does this look as an appeal is it too much?
I am writing as the registered keeper of vehicle registration --------- to formally appeal Parking Charge Notice ------------ relating to an alleged parking event on --------------
I dispute this Parking Charge Notice for the following reasons:
1. Notice to Keeper issued outside the required timeframe
No windscreen Parking Charge Notice was issued at the time of the alleged parking event. This was an ANPR recorded event, and this Notice to Keeper is the first correspondence received regarding this matter.
The alleged parking event occurred on -----------, however the Notice to Keeper was not issued until 24/07/2026 and received on 25/07/2026.
As no Notice to Driver was issued, any attempt to hold the registered keeper liable must comply with the requirements of Schedule 4 of the Protection of Freedoms Act 2012. The Notice to Keeper appears to have been issued outside the required 14-day period, therefore keeper liability has not been established.
I request that you confirm that you are pursuing the driver only and not attempting to transfer liability to the registered keeper.
2. Parking payment was made
The driver made payment for parking during the relevant period using the payment method available at the time.
The vehicle user had previously been paying for parking via the NCP parking application, which was the established payment method used for this car park. Evidence of these payments is available upon request.
When the NCP application was no longer available for payment, the driver used an alternative approved parking application to continue paying for parking.
There was no intention to avoid payment. The driver made genuine attempts to comply with the parking requirements and paid for parking.
3. Change of parking operator/payment arrangements
It appears that the car park changed from NCP management to Times24 UK Limited. Any issues arising from changes to payment systems, operators, or accepted payment methods should not result in motorists who attempted to pay being unfairly penalised.
I request that you provide evidence of:
- The date Times24 UK Limited took over management of this car park.
- The date the NCP payment facility ceased to be valid.
- The signage displayed at the time of this alleged contravention.
- Evidence that motorists were clearly informed of any changes to payment arrangements.
4. Multiple charges issued retrospectively
A total of 12 Parking Charge Notices have been received together, all dated ----------, covering alleged events between ---------- and ------------.
Had the first alleged issue been communicated promptly, the situation could have been identified and corrected immediately. Instead, multiple charges have accumulated before the registered keeper was notified.
I believe this is unreasonable and disproportionate, particularly where payments were being made and there was no attempt to avoid payment.
In light of the above, I request that this Parking Charge Notice is cancelled.
If you reject this appeal, please provide:
- The full evidence relied upon.
- A copy of the contract showing your authority to issue charges at this location.
I look forward to confirmation that this charge has been cancelled.
Yours faithfully,
-------------------

Please show us the back page of the NTK.
She - or you - also need to take photos of the entrance signs, now (this week).
You've missed the main point to be made here:
3. Change of parking operator/payment arrangementsThe Private Parking Single Code of Practice has a clause about 'new restrictions' (this would certainly include a change of operator and a withdrawn NCP app) and it requires extra WARNING NEW RESTRICTIONS signs at the entrance which must stay prominently in place for at least 4 months.
Not there, are they?

Coupon-mad, she has took photos of the entrance 7 as you have stated no signs of 'NEW RESTRICTIONS" as you have correctly pointed out, ive read the code of practice:
Section 3.4. Material changes – notices:
“Where there is any material change to any pre-existing terms and conditions that would not be immediately apparent to a driver entering controlled land that is or has been open for public parking, the parking operator must place additional (temporary) notices at the site entrance for a period of not less than 4 months from the date of the change making it clear that new terms and conditions/charges apply, such that regular visitors who might be familiar with the old terms do not inadvertently incur parking charges.”
i have included this & in the appeal as well as any photographs.
Thanks for your help

@scouselad2026 Any chance this is the moorfields corner one? Got 5 myself yesterday from a week ago from dates back in May

@scouselad2026 & @Liverpool86 - Got one through myself in the post today. Same story, NCP into administration and then no longer able to pay for parking, and no signage with NEW RESTRICTIONS. Don’t think they have a leg to stand on.

@mrcheese1878 ridiculous isnt it. I’ve paid for all mine on the NCP App and money taken out of my account until mid june when the location was no longer there. Asked someone in the car park and she said oh it’s RingGo now so used that app since. People in work have just said they got an email yesterday to say 3 other NCP car parks they got discount at from work are now taken over by Apex ? from tomorrow. £24 for 5-24hrs instead of usual £8 a day they paid today.

Have to see what people are doing, guessing there will be a lot in this boat. Simple case of ignoring them.
