As the OP works part time her bank holiday allocation is at a reduced rate of 3/5 of a day.
But a bank holiday is a full day so she needs to use some of her annual leave hours to make up the other 2/5 of the day.

No it's worse than that. OP works 20 hours and it appears that's 8 hours Mon & Fri and 4 hour Weds. So an "average" working day is 4 hours. So she get 4 hours "bhol leave" per bank hol. It also appears the employer mandates she takes bank hols off.
In this year's leave period which is April 26 to March 27 there are 10 bank hols, all of which happen to fall on Mondays or Fridays. That means each bank hol she has to use 8 hours, ie a day's bhol leave and a day's normal leave. Leaving her with only 12 "days" leave remaining, ie 2 weeks and a bit.
It's a bit unfortunate in the way all bank hols are on her working days when she works double the "average" day.

This means your employer gives you 22 days holiday on top of bank holidays — so you actually get more than the legal minimum. The 'not inclusive' wording is the good part! As a part-time worker on 20 hours, your bank holiday entitlement is calculated pro-rata. So if a full-timer gets 8 bank holidays, you would get a proportion based on your hours. ACAS has really clear guidance on this if you need the exact calculation.

Not inclusive of the usual Bank Holidays” normally means the bank holidays are separate from the 22-day annual leave allowance. As you work part-time, the 22 days would first be reduced on a pro-rata basis. The way bank holidays are then added or calculated may depend on your working pattern and the wording elsewhere in your contract. It would be worth asking HR to confirm your total entitlement in hours or days, including how they deal with bank holidays that fall on your normal working days.

So i started off this year with 128 hours - out of this 80 have been taken off for Bank holidays. Which leaves me 48 hours.1 -
Basically you get the pro rata BHs added on to your allowance, but then when you take a BH day off (granted may be required to) then you're taking off the full day, not just the pro rata % of a day. So you use up more than 1 day's BH, and start eating into the normal holiday allowance.
Only ways to avoid this would be if
- employer allowed you to work on bank holidays (and so you keep more of your allowance for when you want it)
- change your working schedule to fewer Mondays and Fridays when most of the bank hols fall
