    Its definitely NOT a fine, never mentions it, its an invoice, a PCN

    Appeal it as keeper using the blue text template in the newbies sticky thread in announcements near the top of the forum

    Or

    Appeal it as keeper based on no keeper liability under POFA 2012

    Expect a rejection from Excel Parking

    Or

    Ignore them for now

    There is no template for an overstay

    there is a generic template in the 1st post in the newbies sticky thread in announcements near the top of the forum by coupon mad

    There are a few templates available in other threads that focus on no keeper liability under POFA 2012, because they issued the pcn late

    There's no specific one for overstay.

    I would personally appeal as Gr1pr has suggested as option #2, along the lines of:

    The Notice to Keeper does not comply with the requirements of the Protection of Freedoms Act 2012 and therefore the right to recover from the keeper does not apply.

    You do realise that Excel will likely reject your appeal, no matter what you say?

    When they do, come back here and we will help put together a much more substantive appeal for the IAS. They are biased, but it's still worth appealing to them because:

    1] Circa 25% of operators withdraw the Notice on appeal

    2] Any operator that doesn't concede has to pay the IAS, so why not cost them a little bit of money

    3] You might get lucky, the the adjudicator sides with you (and if, so, buy a lottery ticket too)

    4] Even if you lose, IAS decisions are not binding on the motorist

    I have appealed with below wordings.

    Dear Excel Parking Services,
    I am the registered keeper of the vehicle referenced in Parking Charge Notice XXXXXXX.

    I appeal against this Parking Charge Notice on the following grounds:

    The alleged parking event occurred on 30/06/2026. The Notice to Keeper is dated 15/07/2026 and was received on 21/07/2026.

    The Notice to Keeper was not given within the period required by Schedule 4, paragraph 9(4) of the Protection of Freedoms Act 2012. Therefore, the conditions necessary to establish keeper liability have not been met, and Excel Parking Services has no right to recover the parking charge from the registered keeper under Schedule 4 of the Protection of Freedoms Act 2012.

    Furthermore, the Notice to Keeper merely alleges that the vehicle was “parked after the expiry of the time purchased”. No evidence has been provided establishing the relevant paid-for parking period, the applicable contractual terms, or the specific terms governing any alleged overstay.

    Please therefore provide evidence of:
    The specific contractual terms relied upon;
    The paid-for parking period allegedly purchased;
    Any applicable grace period or overstay period;
    The landowner authority permitting Excel Parking Services to issue and pursue this charge for the alleged overstay.
    For the avoidance of doubt, this appeal is made by the registered keeper and does not identify the driver.

    In light of the above, I require the Parking Charge Notice to be cancelled. If you reject this appeal, please provide the full reasons for rejection and the information required to make an appeal to the Independent Appeals Service.

    Yours faithfully,
    Registered Keeper

    Quick update on my Excel Parking case. The IAS has dismissed my appeal, accepting Excel’s argument that it can presume the registered keeper was the driver under Elliott v Loake, despite the NTK being received outside POFA’s 14-day deadline.

    I never admitted who was driving. Does anyone have experience of Excel pursuing a keeper in these circumstances? Is the late NTK still a viable defence if they issue a court claim?

    Please post the IAS decision in the IAS decisions thread by coupon mad, eith a link to this thread

    Yes Excel definitely DO issue Money Claims against victims, and they tend to push them to hearings too, plenty of them

    A late NTK can be useful for a non driving keeper, but may be irrelevant if the keeper was also the driver, because there can still be a core item of dispute, the reason why the PCN was issued, the alleged contravention, nothing to do with postal delay regarding the pcn itself

    The DVLA KADOE contract allows a private parking company 6 months to obtain keeper details and one month to get the pcn to the keeper, so 7 months in total, which the always manage to do, as in your case
