Parking Contracts Obtained Via FOIA (for public authority operators)

I have attempted to send a FOIA request to every public authority which manages railway stations to request copies of their parking contracts in the hope that they may be useful in some form or another.

I will update this thread if and when I receive responses.

Please let me know if you think there are any I have missed, or if you have suggestions to make this more useful.

C2C - End Date 11 November 2029 (see clause 2.2)


Greater Anglia (also operating Stansted Express) - End date redacted. Requesting Review (see clause 2.1)


Greater Thameslink Railway (Trading as: Gatwick Express, Great Northern, Southern and Thameslink) - End date 19th September 2026. Requesting further information.


London North Eastern Railway (Ends 30th September 2028)

LNER also have the following revenue share agreements in place at the following car parks which we do not operate:

Northern Trains (Ends 25.05.2033)

We currently have the following contracts in place relating to parking services at our
station car parks.

RingGo Contract: this is a rolling contract relating to digital payment services. This will be
replaced by the NPP contract below by the end of the year.

National Parking Platform (NPP Contract): this will cover digital payment across the car
park estate and will replace the RingGo contract by the end of the year.

APCOA Contract: We have two contracts with APCOA. One for the installation of ANPR
cameras across some of our car park estate, and there is also a services
contract for the enforcement and ongoing maintenance of the ANPR cameras.

Note: of those, the one we're most interested in is the APCOA Car_Park_Management one.

South Western Railway (also operating Island Line) Ends 30/06/2028

  • APCOA Contract Lot 2 (the enforcement contract) is what we're most interested in.

Points to note:

1)Schedule 2 states:

The Supplier must issue all Penalty Notices are issued and (where required) posted
within 7 days of the contravention, excluding Sundays and Bank Holidays.

2)The contract refers to Penalty Notices (not Parking Charge Notices)

Southeastern (End Date given as 16th October 2021 but with possibility to extend up to 31st March 2027. Further info requested.)

TransPennine Express

  • (End date 31st March 2028 (See Contract Variation #3))
  • TPT x APCOA . Note Schedule 2, p1 largely unreadable. Requesting review.

Transport for Wales Rail

  • Refused! Internal review requested.

West Midlands Trains (Trading as: West Midlands Railway and London Northwestern Railway)

  • Awaiting Response. Applying public interest test.
