Just to simplify and to clarify some of the options suggested to you…
iPhone/iCloud:
If as suggested, they have iCloud allocation, they can skip the generation of an iCloud link. Instead choosing to send directly via email. The iPhone software will ask if they want to send via Mail Drop if the file is too large for sending via email They can choose that option. If the file is large, they will be asked to connect to WiFi. It will then send an email to you with a download link.
WhatsApp:
You can send the video in full quality at any size up to 2GB, but they'll need to send it as a File, rather than a video.

«Select the video
Choose the share option (square box with arrow)
Select copy iCloud link (cloud with chain symbol)
If the file is very large it can take several minutes to generate the link
Paste the link into email, WhatsApp, etc etc.
BUT
this only works if your friend has enough iCloud storage for his video.
If not he’ll have to upload it to another cloud storage service. »Presumably, this works if you have an aPple IcLoud account?

There may be 5GB or less available, if one hasn't subscribed to a larger capacity allowance.
