Whether someone actually reads the NoC on a stalled application I have no idea. One would suspect for things like a mortgage they would as the lenders interaction with the applicant and their financial status is detailed, but because it's detailed I would imagine a discussion about the thing where a NoC has been placed would have happened anyway even if it were not there.

For other, more simple lines of credit such as mobile phone, credit card, who knows. All I can say is I've never seen one instance where having a notice of correction has improved the situation for the applicant, but the notice of correction will have stalled an application which may likely have gone through if it were not there.

If there is something on a persons credit report that they think is wrong it's always better to get the lenders to correct these, if they can't or won't then complain and take it to the ombudsman if necessary.

If that's the case then you need to complain to the Credit Reference Agency(ies) that is doing that. Their data collation process is flawed and needs correcting. If they don't or can't correct their errors then take the complaint to the ICO.
