Doesn't that depend on the contract? I've certainly had professional reports in the past which were explicitly non-transferrable (not house surveys though). The T&Cs effectively restricted the use of the information in the report to the specific scenario I had paid for.

Not really, the default position is that only the original client can rely on the survey. It would need explicit wording to be relied upon by anybody else.

Another point is sharing the survey may favour you with the Estate Agent who may then be able to give you first dibs at other popular properties as soon as they come on the market.
