Which I understand was the main reason the LA refused planning permission for a house (not only is it very busy, the drive emerges just after a blind bend) but was overturned on appeal by the planning inspector.

I feel like anyone who's just gone so far as to build a whole house without planning permission should have it torn down as a matter of course just to discourage anyone from doing this.

I wouldn't necessarily disagree as a general principal. But for clarity, from what the OP says this particular house does have planning consent.

Correct, it does, the LA initially refused PP but the house owner appealed it to the planning inspector who overturned the councils refusal.

They house owner then sold the garden off off as a building plot with outline planning permission.

it was never part of the garden you were looking to buy so why bother worrying?

my home has a small garden - just due to where it is - and sometimes I think I’d like a bigger garden, but then I remember I’m lazy and my garden is manageable.
this isn’t your case though. You remember how it was, so I think you need to ask yourself if it will annoy you until the end of time, or if how it is now is something you can live with.
no point buying a home that is just going to pee you off, however nice the house is, you need to be happy with the whole thing.

It doesn't matter what size garden it used to have, you can only buy what is on offer now.

It looks like there is now a partly shared drive - can lead to silly neighbour disputes. More concerning is what might happen to the lot next to you, it might become a building site for a while with a whole lot of new houses.

If any of that concerns you then move on.
