I really don't like the layout and it's not the version of IE that's the problem

Just out of curiosity, what is it that you dont like about IE7? when you say layout, what layout are you referring to?

Why are people suggesting things like this and the ctrl + n stuff? The OP has already stated they are shortcuts on the desktop, not bookmarks inside the browser.

Mine or Little John's are the ones you need, assuming I read your problem correctly.
  • "Open IE and go to Tools\Internet Options and the Advanced tab. Scroll down to the "Reuse windows for launching shortcuts" line under the Browsing section. Uncheck that box, that will allow your desktop URL shortcuts to open a new IE window. By default that box is checked."

The other option for the few shortcuts would be to create new ones

if you want to open yahoo.com

right click the desktop, new and shortcut.
    enter
    "C:\Program Files\Internet Explorer\iexplore.exe" www.yahoo.com
    in the path/location

it will run internet explorer and open yahoo.com in the new window.
