PCN with lease car - Premier Inn Horizon Parking

I have had through a parking charge notice for a stay at the a premier inn recently.
The PCN is for failure to pay which we did pay and I have a receipt for payment. When we arrived I asked the reception about if I could take my car in and out and went to pay, they said it was fine to come and go as I please and to pay after we check out which is what I did. I received a parking charge for entering 2/5/26 16:54 and leaving at 2/5/26 19:10. This is because we checked in on 2/5/26 and left to go to a party, I picked the car up in the morning and drove it back to the car park before we checked out and I paid the £13 parking cost before we exited (of which I have a receipt for). I asked the receptionist’s more than once to confirm as I didn’t want to risk getting a ticket.

I have also emailed the hotel and their guest relations team, asked for info but heard nothing back. Rang them up today and they said I have to appeal through the horizon portal.

not sure how it works as its a car I have through salary sacrifice, so technically a lease car. The EV leasing company sent through a £10 admin charge to my work and then the charge, which i have attached. I have told my work to not pay it yet as I am going to appeal it.

The NTH was addressed to my company HQ with their name on

Appeal it in the name of your workplace using the Edna_Basher lease cars appeal (in the NEWBIES thread section on company cars, which I won't link). Give YOUR email address but not your name, just the employer firm's name as hirer.

You could also attach the £13 proof and details of the hotel stay dates but DO NOT blab about who was driving!

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you. How does this sound?

    To whom it may concern,

Re: Parking Charge Notice [PCN NUMBER]
    Vehicle Registration: [REGISTRATION]

I am the hirer and keeper of the above vehicle for the purposes of Schedule 4 of the Protection of Freedoms Act 2012 ("POFA").

I challenge this Parking Charge Notice as your Notice to Hirer does not comply with the requirements of Paragraphs 13 and 14 of Schedule 4 POFA.

In particular, your Notice to Hirer was not accompanied by the documents required by POFA in order to transfer liability from the vehicle owner/lease company to the hirer. As such, you have failed to establish hirer liability.

There will be no admission as to the identity of the driver, and no assumptions may be made in that regard.

As you have failed to comply with the statutory requirements necessary to invoke hirer liability, you must cancel this Parking Charge Notice.

Should you reject this appeal, please provide:

    • A detailed explanation of how you contend that Paragraphs 13 and 14 of Schedule 4 POFA have been complied with;
    • Copies of all documents upon which you seek to rely in establishing hirer liability; and
    • A POPLA verification code so that I may refer the matter to independent adjudication.

I look forward to your confirmation that this Parking Charge Notice has been cancelled.

    Yours faithfully,

Nope wrong one. There are two. I told you to appeal as the company so clearly you can't say "I am the hirer" and instead you need the 'ABC company' version.

You also omitted to add what I said to add.

Sorry yes an oversight. I have done a lot of digging this afternoon and found several from Edna_Basher, and have tried to compile/adapt based on that and your advice.

As I will be appealing as the company, would I still put my name on the bottom where it says on for and on behalf of company ? I will also add in a line about the £13 paid for parking and the dates, just need to word it to make it sound like it wasnt myself driving :)

ABC Company is the hirer and keeper of the above vehicle for the purposes of Schedule 4 of the Protection of Freedoms Act 2012 ("POFA").

ABC Company challenges this Parking Charge Notice as your Notice to Hirer does not comply with the requirements of Paragraphs 13 and 14 of Schedule 4 POFA.

In particular, your Notice to Hirer was not accompanied by the documents required by POFA in order to transfer liability from the vehicle owner/lease company to the hirer. As such, you have failed to establish hirer liability.

"would I still put my name on the bottom where it says on for and on behalf of company ?"

Obviously not! I told you to add your email but appeal as the company. No names.

There's nothing going 'at the bottom' anyway because it'll go into an appeal box so no headers or footers needed.

Yes it is good, it's the one I meant.

But don't send it until day 19 counting from the date of the NTH. Don't wanna give them time to address the omission!

thank you. The date of issue on the NTH attached above is 28th May, so it’s been quite a bit past 19 days now?

    Just doing it now

Note it asks for a name. Should I just put the company name across both boxes?
