Colour me cynical …. there's more benefit to Octopus than Joe public. IOF is less beneficial than it was before April and now in July it's not going back to what is was.

I'm not sure anyone is saying Charge Pack is a replacement for IOF, are they?
I spoke with Octopus this week and was led to believe the intention was to reinstate IOF at some point.

This is correct ^. Flux is live. IOF will follow around August I'm told (unless the war restarts).

I am inclined to agree with you- this appears to be designed to protect Octopus from paying out large sums to new customers during the peak generation months.
They won’t admit it publicly but I suspect this is because their previous promotions were aimed at getting customers to fix their tariffs (prior to the Iran conflict), which left Octopus exposed to soaring gas wholesale prices.

putting aside all the conspiracy theories, is this a good thing if I have solar panels and a battery (Tesla, so not available yet), and a Zappi EV charger that Octopus already control? Currently, I charge up the battery and EV overnight and all solar goes to the grid. I don’t allow the EV to charge during the day as the Zappi will use available solar generated power.

If you're a net exporter (your solar panels generate significantly more electricity than you use) then as you've got a Powerwall you'll possibly be better off on Intelligent Octopus Flux (IOF).
If you're not a net exporter, or IOF doesn't work out favourably for you for other reasons, the Charge Pack might be more lucrative than your current arrangement.
