They look like they have some spindly new growth with shrivelled leaves… that would worry me it indicates they havn't been cold stored properly and bone dry roots is a no no it just shouts lack of care.

The plants themselves were originally from a good grower but the treatment of them since they left the nursery looks pretty abysmal to me I wouldn't accept them.

If you're asking can they be rescued I'd say maybe, they definitely need to stay in a bucket of water until you're ready to plant and that should be immediately into a well prepared hole and keep them well watered don't let the soil dry out and maybe something will happen, maybe not.

Blessed are the geeks, for they shall inherit the Internet.

I haven't ordered from Gardening Express. Looking at their plant guarantees it is unclear whether failure would be covered by the 5-year Guarantee or just by their 'Bare Root' Guarantee, (3 months from receiving). I would send a query to their Customer Service outlining your concerns and check which guarantee they fall under. Diary note when you received the roses; pot them up and if they don't show signs of growth within the 3 months, ask for your money back.
