Severn Trent back dating single occupancy

My son moved into an apartment in September, and has only just received his first bill, so did not know about Assessed Charges and Single occupancy. He just called ST and they are coming next week to see if he can have a meter; but refusing to backdate single occupancy discount. As he never received a bill are there any grounds to complain/appeal to backdate for single occupancy?

    did he ask for a bill? tell ST that he was the new occupant?

    He set up an account in October when they emailed the new occupier, but he never received a bill until a few weeks ago, so was unaware of his options.

    Hmmm. If it's like our water company we only get a bill twice a year.

    If he was to complain to them (politely of course!) and explain that this is the first time (I assume) he's ever had to pay a water bill and didn't know about the single occupancy they may relent. Or at least give him a small "sorry" payment. Possibly they'll say it's all on their website but if you don't know to look for it you wouldn't look would you?? That's normally my response when I'm greeted with a "well everyone knows" type of answer as obviously everyone doesn't know.
