It could have been an empty car park with 1000 spaces, as soon as you park in the 1 space you are not allowed to and you are seen you will receive a PCN. In this case a disabled person's bay you will get an instant ticket. As the previous guy said, pay it and use it as a learning experience.

    I agree.

Your parking wasn't OK. Pay it and move on. You had no excuse to use a disabled bay.

You should have stopped on a double yellow line which (as long as it doesn't also have yellow kerb blips) exist to enable unloading. Exempt activity like that is one of their purposes.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

And it would only have been “loading” if the items were bulky enough to justify parking right outside rather than walking round with them.

A disabled bay is what it says, it is not a loading bay. in the same way a person with a blue badge cannot park in a loading bay.

There is no mandatory observation period or grace time required before issuing a parking ticket for parking in a disabled bay without a valid badge, it's a prohibited action, however if the driver had a blue badge but forgot to display it an appeal might be upheld.

How many free spaces there were is immaterial I would accept it and pay up at the discounted rate.
