It is your partially your fault because you did not tell them the meter was faulty when you obviously knew it was, which you almost certainly did for personal gain.
There is a mechanism for calculating usage based on a stuck meter read, which will be used when you submit a formal complaint and/or end up going to the ombudsman. If you want to talk about "fair", maybe you should not have tried to get out of paying for your energy usage by not telling them the meter was faulty.

So you did not think that your night reading not increasing, even though you know your property consumed energy at night meant there was a fault. Hmmm...

Its true that fridge freezer runs all night, and that the meter should have advanced.
But it's not necessarily true that the off-peak register should have advanced; if your time switch is stuck or otherwise broken, such that it never switches you to the off-peak register, your night-time electricity use would be recorded on the daytime (peak) register.

I don't see any obvious evidence of personal gain here. As above, if the meter isn't switching then all energy use will be react the peak rate.

Its totally ridiculous to make insinuations like this. I simply reported the reading, and didn't think any more about it. That was all that was required of me.

the flat is gas heated. It also tends to be warm because its on the first floor.

That is not all that is required, you are obliged to report faults.
In this case I don't know if the failure to report a fault has cost you money or saved it…
If you have the same issue that I did, the meter just failed to switch between registers so all use accumulated on the one register which would leave you paying more than you needed.
Can we assume that you were on a 2-rate tariff with Octopus (E7 for example)?

I did not report a fault because I was not aware of any fault. I just assumed I wasn't using much electricity at night.
Octopus were charging different rates for day and night, although the night charge was just a few pence.
