I was thinking the same.

The pretext for the DVLA request is the "reasonable cause" that a contract has been broken.
ECP have simply decided not to issue a PCN on this occasion. I see no problem here, I don't think KADOE requires the requestor to use the data obtained from the DVLA to issue a charge notice.Always remember to abide by Space Corps Directive 39436175880932/B:
'All nations attending the conference are only allocated one parking space.'

Indeed, this is best practice but you can bet it was ordered by the landowner not ECP! Shows it can be done, though.
This should be mandatory at residential car parks to stop tenants & visitors being penalised unfairly.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Per KADOE contract:-
"B2. Purpose For Which Data Is Provided
e) identify the keeper at a specific date of event, to issue a Warning Letter where
a vehicle was parked on private land on a particular date, instead of seeking to
recover an unpaid Parking Charge, in accordance with the ATA Code of Practice."3 -
I wonder if the CMA investigation might have some bearing?
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
