Initial Parking - Seel Street, Liverpool - Initial Parking - currently ignoring DRP threatograms

Hi there,

My son (19), received an NTK for parking at Seel Street, Liverpool. He said that he paid for the parking and showed the payment details. I appealed to Initial Parking (IP), using the newbie thread and copied the blue text. I also added that he had paid for it and attached his bank statement (his ticket was lost).

I got a reply the following day rejecting my appeal. They say that he paid for 1 hour but stayed for 1 hr and 42 minutes. I was not aware of this and he did not told me. He said he thought he paid for the whole duration. I think, this was a huge error, as I cannot contest the visibility of the signage etc because of this, as the payment implies that the he had seen the sign?

Now, I need appeal to POPLA, there are only few more days left to the deadline. I would appreciate, if anyone can point me to best points to contest this with POPLA.

a) suitably redacted copy of all sides of the PCN/NTK?

b) the appeal

c) their response

d) link to streetview so we can see signage etc

I cannot find my appeal on their portal or email. I bascally copied the blue text and added that "as such the driver has paid the for the parking, so the penalty was issued incorrectly. Please see the attachment." something along that lines

Read the MSE Guide to Fighting Private Parking tickets and sit tight. All the time this rogue sector keeps ducking Government regulation, they deserve no money and no respect.

Most cases never go further than the laughable £170 threatograms you saw in pictures when you read the 4th post of NEWBIES PLEASE READ THESE FAQS FIRST, before you posted.

And that abusive level they chase - £170 - is 'double recovery' and IMHO likely to be banned this year by the MHCLG if they've paid attention to my 2026 submissions to them. If not, we'll set the CMA on them.

Tell Initial and the debt crawlers if you move house because you must check every letter but you know that from post 2 of the NEWBIES thread.

Thank you Coupon-mad. Just to clarify, that I do not need to appeal to POPLA and sit tight? Will not using the opportunity to appeal to POPLA give them an edge, if it ever go to court? No needing to appeal to POPLA will save me a lot of headache tbh :)

Its because you have no valid appeal points to fight with , so dont bother, because a loss at popla may strengthen their future case, depending on the content, I did ask you what legal grounds you would appeal with. ?

Popla definitely wont uphold your flawed appeal, if you made one, we already know the outcome

The pcn was issued correctly

You save any fighting or ammunition for any future fight, if it comes your way
