Landline only for aged relatives

It is not as simple as that and, as mentioned, old fashioned land lines are also used for other services - often by the "aged" - some of which are incompatible with digital lines. As asked, how is their phone currently connected - into a phone socket or the back of a router or other electronic box ? If using a phone socket moving provider could lose that analogue service if they are in a fibre priority area.
I could be considered "aged" and got rid of the land line phone a while back after having the same number for 35 years, not missed it at all.

My relatives have had the same phone number since they moved into their present house in the early 50's !!

I have an alarm system that uses the real landline phone.
Mum has a Careline button that uses the real landline phone.
Neither will work with internet phone or mobile

I think there are different versions of Careline system. In our area, the LA provide a system which is landline only but there is no charge. Other systems might be more modern.

Good that they provide a no charge system although I suppose if you were being picky you could say there was a charge in that you have to have a landline to run it and that is a lot extra than just running broadband and a mobile!

My MiL had a system from Careum - the 'old' system used the landline, but it was replaced by one with an internal SIM

The number of people requiring a Careline and not having a landline is quite probably small at present. I suspect the number of people of that stage of life that chose to give up their landline will be very low. That may change as the currently younger generation eventually require Carline and reach that point having never had a landline.
Your comment about the cost could equally be expressed in the inverse structure - assumption that the landline is in place and the mobile is the modern technology that people won't have and need to pay extra for.
