The video you point to doesn't detail such… I would assume not unless it becomes specified by a minister.
Unfortunately the media is a problem for misleading people… every day pretty much there are articles likes 'PIP rules changes tomorrow… what you need to know' 'new holiday criteria that claimants need to learn about'…'changes to payments this week for UC'… and all tend to be either non-news or something stupid like annual uprating of amounts… or that a new condition condition has appeared in the data as a top ten for successful PIP claims.

There is no new COL payments. Video was likely discussing HSF council payments.
Any new payments would be mentioned on the Cost of Living section of the government website. There is lots of blatant lies and misinformation as these payments get mentioned every year.
