"And it's a welding machine."
I saw that. It's an unspecified model of unspecified power of welding machine, so can't really say. It could be a "toy" one that can just about stick two Coke cans together, it could be a proper one for joining inch thick steel. OP hasn't said. But yes, maybe a bypassed 13A fuse is their idea of keeping it working. I wouldn't like to think the cable is up to 13A+ continuous. I don't think the 13A socket will be too happy either.
However, this reminds me, I've seen a number of "welding machines" in ALDI/LIDL, suitable for light/intermittent work. They come with a 13A plug, no problem there. But if you read the box, or the instructions, "not suitable for connection to a domestic supply" or something in there.
Given these are being sold in ALDI/LIDL to the general public, what else do you think they are going to be plugged into? The generator they had on special offer last week? Darn, I missed it! Oh well …
I presume this is because the nature of the load is so nasty that plugging it in the grid will radiate interference throughout your house and neighbours? (We did have a cross-the-road neighbour that did some welding once, every time they sparked up, our lighting twitched!)

Well it was dispatched from a warehouse in the Midlands , the end buyer didnt do that .

What do you mean by "end buyer"? Chinese company dispatching from the Midlands would just be using drop shipping, the Chinese company is the importer, the drop shipper is not selling anything, it is a very common system.

The outcome of this is that the Chinese online retailer issued a full refund and doesnt want the item back after the modified fuse was shown to them.
They know how bad it is and don't care.
