It uses UE5, but it is Krafton, so enough said. Essentially it runs far heavier than it looks, it uses the UE5 features with minimal if any optimisation. It is not so much that the RX7700S is good enough, but InZoi runs better on RTX GPUs than Radeon alternatives. The Sims options will work fine on either.

In reality I am not sure InZoi will run great on a £1k laptop, you are probably looking at at least £1,500 to get a good experience. You will get a lot more bang for your buck going for a desktop rather than a laptop, so is there any way you can use a desktop tucked out of the way, with a wireless keyboard and mouse? As an example a £1,500 laptop will be a just about serviceable experience, a £1,500 desktop will be a smooth experience, a higher settings, with far less stutter and glitching, at better graphical fidelity levels. You are not going to get it running how it looks in the promotional videos on a laptop (even a £5k laptop), those top settings at smooth framerates are running on £5k desktops.
