This broker. Are they someone you contacted to find you a certain car, or are they just a finance broker?

Ask the dealer to pay to get the alloy wheels refurbished. I’m sure the admin fee would be in the small print.

from their website they provide finance and have details of “credited dealers” who you can choose a car from.

I found the car through the broker. It was a distance sale. Like I say, on the finance company’s website it clearly states that I have 14 days to withdraw and receive a full refund without reason.

Can you share a link to the part of the finance company’s website which says that you can withdraw from the HP contract and get a refund for whatever you have paid to date.

Finance as a means of paying for the car yes, you have 14 days to cancel. You then still have to fund the car you have purchased from the garage.

Isn’t that related to the finance deal, though? So you can withdraw from the finance deal within 14 days, but you still owe the car seller.

That would be my assumption, given that the statement is on the finance company's website.

The only statement I can find is

14-day cooling-off period:

 You have 14 days from the date of the credit agreement to withdraw from it without penalty. Note: this right applies to the finance agreement only and does not apply to the vehicle purchase contract.
