Couldn't validate vehicle reg. Parking charge.

So The appeal failed as they said they "We unable to identify a valid permit for the vehicle. This may be because the registration number was entered incorrectly, incompletely, or not at all."
They completely ignored the part on my appeal where I stated that there was no facility to enter my registration at the business I visited.
BUT, they have offered me the opportunity to pay the charge at a reduced rate of £20.
Part of me wants to fight this as it is a scam. The other part of me wants to draw a line under it for the cost of a chippy tea for two.
Thoughts?

It is a scam.
The fact that they are offering you £20 already indicates that they know they aren’t going to win

That's my thinking.
Will continue to ignore until LBC/LBA letter arrives. If it ever arrives.

Correct. Ignore, Civil Enforcement and any Debt Collector lackeys.
Always remember to abide by Space Corps Directive 39436175880932/B:
'All nations attending the conference are only allocated one parking space.'

Well it's arrived!
LBA/LBC for the parking fine when I couldn't validate my registration even if I knew I had to do it at the time.
What's the next action? Plus reading back through this thread, what are my chances of winning this?

Follow the LoC/LBC advice in the newbies sticky thread in announcements near the top of the forum, 2nd post
Don't stress about chances, just follow the process

Odd: parking charge of up to £100.
The uncertainty kills pofa, though it sounds like the driver has been identified already. It might also kill Beavis and be a problem under the CRA. I'll have a search for authorities on an uncertain sum later.
My very brief lunchtime read is that they can't pursue a debt claim unless the sum is fixed or there's a method for fixing it. There's neither here. Their damages are nominal.
Edit: several sarnies later and I'm convinced. Would need spelling out to a judge though, should it get that far.
I'm a random person on the internet. I hold no legal qualifications and nothing I say is advice.

I've read through Post 2 of the Newbies guide and I'm still confused which template or course of action applies to my case.
There's a lot of assumed knowledge about acronyms and agencies/companies.

All acronyms are to be found in the NEWBIE sticky fifth post (Post 5). You appear to be at the letter before claim stage according to your post on 15th September at 11.27 a.m.; therefore you need the LOC/LBC advice as pointed out by @Gr1pr two minutes after your post.
Presumably you have found the NEWBIE sticky and you have started at the top and scrolled down to see
Post 2, then kept scrolling to see "If you have a letter of claim….." then scrolled down further to find suggested text for a letter of rebuttal and confirming your address for service.
