G24 Contractual parking charge notice

Good morning everyone
Just wanted to share with you what have come of my appeal, I have combined your appeal template with my reasons, and also at the same time I have sent a complaint to the management of Edmonton Green shopping centre. here is the appeal.
AppealI am writing as the registered keeper of the above vehicle to formally dispute this Parking Charge Notice.
The PCN appears to rely on an alleged failure to pay for parking tariff, the vehicle was parked in a designated disabled bay, and parking at this location is represented as free for Blue Badge holders. However, there was no clear, prominent, or accessible signage at or near the disabled bays explaining that disabled users must take additional steps to avoid a charge, nor was it made clear how payment or exemption was to be correctly obtained.
In addition, it is not safe or reasonable to expect motorists to read and interpret complex parking terms while manoeuvring a vehicle in an active car park shared with other vehicles, pedestrians, and wheelchair users, Any reliance on signage that can only be read while driving places road users and pedestrians at risk and further undermines the fairness and enforceability of the alleged terms.
I am a disabled Blue Badge holder and wheelchair‑dependent. Any requirement for a disabled person to travel a significant distance away from the car park to deal with payment or authorisation issues and then return to the vehicle is unreasonable and impractical, such arrangements place disabled users at a substantial disadvantage.
Under the Equality Act 2010, service providers have a legal duty to make reasonable adjustments and must not operate policies or practices that disadvantage disabled people. The lack of accessible information, reliance on unsafe or inadequate signage, and the imposition of additional physical burdens on disabled users fails to meet this duty.
I dispute your alleged parking charge in full as the keeper of the vehicle. I deny any liability or contractual agreement and will be making a formal complaint regarding your predatory conduct to your client, the landowner.
There will be no admission as to the identity of the driver, and no assumptions may be drawn, as your PCN is a vague template notice, I require a clear explanation of the allegation together with your evidence, this must include:A close‑up photograph of the actual signage you contend was in place at the location on the material date.
All images of the vehicle relied uponIf the allegation concerns a Pay & Display or payment system, you must also provide:
A full record of payments made on the material date (showing partial VRNs), and
A clear explanation of how and why this PCN was issued, as your Notice fails to properly explain the alleged breach.
For the reasons set out above, I require confirmation that this Parking Charge Notice has been cancelled
ComplaintFormal Complaint – Parking Charge Issued to Disabled Visitor
Location: Edmonton Green Shopping Centre
Parking Operator: G24 Ltd
PCN Reference: [Insert PCN number]
Vehicle Registration: [Insert registration]Dear Sir or Madam,
I am writing to raise a formal complaint regarding the conduct of your parking contractor, G24 Ltd, and to request your immediate intervention to cancel the above Parking Charge Notice.
I am the registered keeper of the vehicle and a disabled Blue Badge holder. The vehicle was parked in a designated disabled bay while visiting Edmonton Green Shopping Centre. A Parking Charge Notice has been issued alleging a failure to pay for parking, despite parking at this location being represented as free for Blue Badge holders.
This charge has arisen due to unclear, inadequate, and inaccessible signage, particularly at or near the disabled bays. There was no clear information explaining that disabled users were required to take additional steps in order to avoid a charge, nor was there accessible explanation of how payment or exemption was to be obtained.
As a wheelchair‑dependent person, any requirement to travel a significant distance from the car park to address payment or authorisation issues — and then return to the vehicle — is unreasonable and impractical. This places disabled visitors at a clear disadvantage and creates a barrier to accessing your shopping centre.
Furthermore, it is unsafe and unreasonable to expect motorists to read and interpret parking terms while navigating a busy car park shared with moving vehicles, pedestrians, and wheelchair users. Any reliance on signage that is only visible or readable while driving presents road‑safety risks and undermines the fairness of enforcement.
Under the Equality Act 2010, landowners and service providers have a non‑delegable duty to ensure reasonable adjustments are made for disabled people. This duty cannot be avoided by outsourcing parking management to a third party. The current arrangements operated by G24 Ltd fail to meet this legal obligation and expose the landowner to liability.
I consider G24 Ltd’s conduct at this site to be predatory, particularly towards disabled visitors, and wholly inconsistent with the inclusive and accessible environment that a major shopping centre should provide. I am extremely concerned that such practices risk damaging the reputation of Edmonton Green Shopping Centre and discouraging disabled customers from visiting.
I therefore request that you:
Immediately instruct G24 Ltd to cancel this Parking Charge Notice, and
Review the parking arrangements and signage for disabled bays to ensure compliance with the Equality Act 2010 and basic accessibility standards.
If this matter is not resolved promptly, I will have no alternative but to escalate my concerns further.
I look forward to your confirmation that this charge has been cancelled.
Yours faithfully,
The Response from G24
