We've had food waste collections everywhere we've lived for >15 years, including in pretty rural locations, and haven't had issues with infestations.
The caddie our council provided had a poorly fitting lid too. We've found this one from IKEA perfect to use instead. It's only £3, so even I was able to overcome my natural tendency to avoid spending money when I already had something free from the council. It's smaller than the council one so needs emptying pretty frequently, but that's an advantage in my view as it avoids problems with smells and flies etc in the kitchen.
