TVL and (mis-)use of email address
Comments

Is it tedious?
TVL don't have my email so that is why I suppose I get no emails from them, mind you all letters are addressed to "The Legal Occupier" so they don't even have my name.
As to email confusion I got a very helpful email some years ago, in English and French, from the Canadian military outlining the details of the stop smoking course to which I had been assigned.
Things that are different: draw & drawer, brought & bought, loose & lose, dose & does, payed & paid1 -
Nothing comes from these "iPlayer emails" (and they are sometimes letters as well). This is because the email matching process that triggers them is not robust evidence of an offence, or in your case not evidence of anything at all.
You can ignore it.

I started to get emails from TVL after I cancelled my TV licence. I tried to redirect them to a subfolder but must have done something wrong because I now never see them and can't find the subfolder. Never mind.

That's such a GOOD idea - redirecting to a subfolder !

I know… I always use the dot variant and all mail to charlesrandomguy@gmail.com goes directly into the bin, via a filter rule... I'd get even more of the stuff if I wouldn't do that.
Comforting that John Smith is even worse off.
And many thanks to @Cornucopia for their helpful answer.

My OH used to get texts on his mobile when some kid hadn't turned up at a private school. Obviously they stopped when kid was no longer at that school.
I get random stuff for a woman in the US who can't seem to realise that my address isn't hers. Medical appointments for her son Isaac, mortgage application progress info, mortgage default info, hire car confirmations, flight feedback questionnaires, Walmart account stuff and so it goes on. And of course most of them have a footer at the bottom that says if you recieve it in error, inform the person who sent it, and delete the email, but of course they come from a No Reply email address which just bounces back. Hey ho.

I think you have to assume that the misdirected emails all arise as a result of genuine error.
I can't see that someone else would be able to create an account for TVLicensing or anything else for that matter.
Let's assume that my name is Charles Random-Guy so I have the genuine e-mail that I use charles.random-guy@gmail.com then I go to set up an account with TVL but mistype my email as charles.randomguy@gmail.com (omitted the hyphen).
The account setup email goes to you and you ignore it.
Meanwhile, I conclude there was a mistake so try again but this time type my email address correctly. I am happy enough and simply put the first failure down to some oddity in the system and think nothing more of it.
You might receive some follow on e-mails from TVL to charles.randomguy@gmail.com but they will eventually subside.
I think this is one that you probably just need to grin and bear it, or pick a less obvious version of email address, maybe charles.randomguy765@gmail.com, or change your name via deedpoll to something like Cuthbert Rarechap so that you can have the email attached to your name and the number of mistype events will be far lower.

Knew a guy who worked for Google on the Gmail product. When Gmail was in beta he set himself up with jesus.christ@googlemail.com.
That address got some very, er, interesting emails. A good few people gave every indication of actually believing the Son of God had an email address.
Fairly sure it was shut down pretty quickly.

Holy Email, Batman. 😎

What was interesting is that this was before The Socials, this email address was never publicised outside of a few work colleagues and a couple of pals. People were sending these emails on the assumption that JC had an gmail account and this would be a better method of communication rather than the more usual 'praying'.
