    Fixed rate flexible ISAs would be handy for when they mature, the money would already be in a flexible ISA and could discourage some customers for switching

    Barclays is one provider that offers fixed rate flexible ISAs from time to time ——- but larger banks do strange things sometimes.

    It was also Barclays that recently offered very attractive cashback incentives to transfer investments/pensions to them, but with no lock in clause so you could take the cash and transfer straight back out again.
