Sounds far too sensible.
Got a renewed passport back a few months ago, pretty much the first thing I did after checking that they'd got my name and DoB right was to enter a reminder into my Google calendar for 2036.
Ever the optimist that both Google and I will still be around in 10 years.

I would suspect that, by the time the passport is approaching renewal and the notification sent, a great proportion of people never receive the message because e-mail and / or mobile numbers have changed during the intervening years.

Great proportion? Email and mobile phones have been ubiquitous for 20 years now, haven't most adults fixed their address and number down?

I've had my mobile number since shortly before the millennium! And my email address since about 2005.

And yet the NHS BSA sends a letter reminder to the address you were registered at 10 years ago to remind you about your exemption certificate lapsing despite the existence of SPINE supposed to given a common set of data that all in the NHS can access including your address.
Personally I suspect its the 10 year duration thats the problem, whilst some of us have the same phone, address, email for that length or more many others will have had multiple different emails in that time and there will be the inevitable GDPR type issues if someone starts receiving notifications that the former owner of a phone number's passport is expiring etc plus someone is going to accuse the government of profiteering if they warn you 3 months in advance given early renewal now results in the loss of time rather than it being added onto the new passport.

I think it might very well be split to extremes.
There will be those, like me, that only ever had one mobile phone number and still retain their free email address from the very first original dial up service to which I subscribed.
At the other extreme, there will be those who have a new mobile number every time they switch phones or change email address every time they change ISP.
In the middle will be what I suspect is a smaller cohort who change their details on an event driven basis - marriage, divorce, lost phone, end of service provider, data breach, too many junk emails.
