Help To Buy ISA Qualification
I have a HTB ISA which I am unsure if I can use in my current situation.
My partner already has a Mortgage on a house that I am joining into. As she already has the mortgage, to add me on I am being added to the deeds and we are remortgaging to add me to the mortgage. Am I able to claim the HTB bonus in this situation or because she already has the mortgage and we are just remortgaging and adding my name in does that mean I do not qualify?

If you're being added to the deeds via a suitable conveyancer then that's effectively you making a qualifying purchase (assuming the property is valued within the HTB ISA limits) and so you can use the HTB ISA including bonus.

the house value is usually the killer on help2buy, don't get much for 250k/450k these days. A 2 bed house near me is over 500k well outside of London.
