According to the flat owner's brother-in-law, the previous owner who sold them the flat in December 2025 was the one who changed the carpet for a wooden floor. Having said that, the flat is now their responsibility because they bought it so they are the ones who need to do something about it.
I am desperate to get their details so that I can contact them direct in writing. This way they will be able to see exactly what's going on. As previouly mentioned, I wrote to the owner's conveyancers, the Land Registry told me their name, and I politely asked them to forward my letter to the property owner but there's no guarantee that I will succeed in getting a reply from the owner. Now that I've found out that they've applied for a landlord licence, it's a pending application, I will try to see if the licencing departement at the council can help me and forward my letter to this person. Again, there's no guarantee that it will work.
If I don't get any joy with the owner, I will go to the local authority and if this fails then I will take legal action. But this would really be a last resort.

I understand but the whole situation has started affecting my mental heanth. I'm finding myself in a difficult position and I hate my own home.

I have sent an email to the letting agent which was ignored then I phoned them, but the conversation didn't go well at all and all they've told me was that they couldn't do anything about it.

I don't see this as a letting agent issue, but one involving the actual flat owner, and the management company.
You've said the ManCo is ineffectual, so you either force a change of personnel - they must have annual AGMs, I understand, where they get reelected - or you increase pressure on the existing.
For this, act in concert - get other affected neighbours to agree to complain, and ideally also put themselves forwards as directors.
Meanwhile, if it's affecting your mental health as you suggest, go to your GP and ask their advice. I would suggest that 'nuisance' caused by other flat dwellers to the extent it's causing tangible issues, would be something the ManCo should take more seriously.
If they don't, then a round robin to all the leaseholders, explaining What's going on, and the ineffectiveness of the current directors. Ask for names to be put forward to replace them.
You need to do stuff.

The management, as I explained before, is non-existent. The owner of the flat, who is the brother-in-law of a neighbour, doesn't even know who these tenants are. That's ludicrous because if it was my property I would want to know who lives there. He basically gave it to a letting agent and let them deal with it. I am liaising with my neighbour at the moment but I would prefer to deal directly with the owner of the property but it seems impossible to get through to him. My letter was sent to him via his conveyancers but, instead of responding to me directly, he contacted my neighbour who then passed the message that I should contact the letting agent he gave his peoperty to, as they are the people who are dealing with his property Unfortunately, I had a bad experience with them and, under the circumstances, I cannot contact them again. I"ve told my neighbour about this and he told me that he will ask the owner of the property to contact the agency on my behalf. Whether something will be done or not is another story. I think the only options I have left now are the LA or legal action against the owner of the property or the tenants.

I'd love to move out but I'm stuck at the moment.
I don't know what will happen if the council can't help and the issue becomes detrimental to my mental health. I'm now 56 and, at my age, I don't need this really.
