DAMAGED TYRE

You also have a damaged wheel.
I would suggest that you get the steering alignment checked or you run the risk of premature wear on the new tyre you need to buy.

Echo the above.
Back to OP. You are the one driving on it, & if it blows out & causes a accident. You will be the one carrying the can for it.

The reason why 4 people have asked if you can see cords/ply underneath the flap, are that its the MoT criteria to fail it on condition:
Unless the OP updates with further information or photos to reveal the damage, we can't say if its an MoT pass or fail, nor whether the tyre is unsafe.

What would you do if you saw that on a car you were buying ?

Ask for it to be replaced or drop the price to allow me to replace it

Are you feeling lucky? Kerbing damage can also be seen on the wheel.
I would replace the tyre, but that's just me.

My approach would be to inspect and if no cords superglue it, but that's me.

if it’s not bulging and not to deep it’s probably ok
Not the first time that wheel has hit the kerb though 🤔
