Newbie help please: About to make POPLA appeal and totally confused!

Hi, complete novice here with autism so please forgive me for being slow to pick up on things or for not knowing where to look for stuff, it is all very bewildering. While on family holiday to England (we live in Wales) this March, we stayed in a Morrison's carpark in Warminster while my parents-in-law bought shopping for all us and we took our autistic daughter for a walk. With the chaos and meltdowns we were late getting back to the carpark and my partner (the Driver) moved the car. A week after we came home, we received a £100 fine which stated we had left the carpark under a minute later than the 2 hour period allowed. We made an initial appeal stating the 10 minute grace period without realising this is obsolete, and that was obviously rejected, so now have the chance to take it up with POPLA as a re-appeal.

I would be so grateful for any advice and/or links to the information we might need to make this appeal as it is causing us a lot of stress and simply put, I have £5 in my bank right now so simply can't pay it (we are a low income & single income family).

    Name the private parking company claimant involved. ( is it ECP. ? )

    The grace period is a minimum of 10 minutes

    Post redacted pictures of both sides of the pcn below

    But try plan A first, a direct complaint, with proof of patronage, to Morrissons customer service at head office ( should have been done from the start. )

    Hi, thanks for replying. Yep, ECP. Only proof of patronage would be in laws' bank statement (paper receipts are long gone).

    Update: My partner is dyslexic and I have only just realised that she misread the sign as saying it was a 3 hour free stay when in fact it was 2 hours on the sign. According to the letter we stayed for 3 hours and 20 seconds…SO does this mean we have no basis for appeal and should just pay up??

    A complaint with proof to head office might work, but I don't think that any appeal would work, so stick with plan A

    Ok, so I'll get hold of a bank statement from the in-laws. What about proof of disability from us, would that be worth adding?

    By head office do you mean the supermarket's head office, or ECP?

    Any and all proof and reasonable adjustment should be included by the keeper, plus maybe the reference from a MORE card

    Its the supermarket head office, ( not ECP ), Morrissons have a dedicated online complaints system

    Morrisons are one of the better supermarkets at getting PCNs cancelled for customers.

    Thanks, that's really good to know. I have made my case with Morrisons and am waiting for them to get back to me.

    I think I know this will be a strong NO, but should I tell ECP that I am talking to Morrisons so they can pause my appeal with them? Worried they will penalise me for not replying in time about re-submitting an appeal in case I have to take it up with them again.

    You can appeal to POPLA just before the appeal deadline expires, but hopefully the supermarket will cancel it before the appeal window closes ( which is 33 days, not 28. )
