No, not directly. Unless it were leglislated that data should be passed to the BBC to make that happen.
What they could do is ask people for their date of birth as part of the data attached to a TV Licence. Then, at least, they could contact them as they approach age 75 and ask them to apply for a free licence if they might be entitled to one.
