Ripped off by Outside Clinic opticians - is there anything I can do?

@strenger - as you still seem to be within 30 days of delivery to you, if you want a refund rather than a repair or a replacement (and I presume you do want a refund) make sure you tell them that you are exercising your statutory short-term right to reject for a full refund under the Consumer Rights Act 2013.
If they try to persuade you to agree to a repair or replacement tell them "No - I'm legally entitled to a full refund for the damaged pair"

What remedy do you want?
To return both pairs and get a refund then buy elsewhere?
Or do you want the faulty pair repaired or returned and refunded?

The tests are funded by the NHS. The glasses cost are entirely separate.

In the light of this I don't think it is at all fair on a business to keep the title suggesting you were ripped off
You were not ripped off.
You agreed a price and they delivered exactly what you paid for.

Disagree. When they charge £170 for frames that I can buy for £35 elsewhere, it's a ripoff.

But you're not paying £170 for frames, you're paying £170 for the frames plus the home visit for the test, consultation, etc.
If you can conduct your own tests, or are prepared to go into a store at the expense of your own travel time and expense and pay for a test, I'm sure the £35 frames will have saved you money. If you can't do that, or don't want to, then the frames appear to cost more.
