Non-funded ISA closure - does it count?
I opened a new ISA intending to fund it, but changed my mind. Spoke to customer services, who closed the new ISA account for me, with no money in it. Have I now wrecked my chances of opening another new ISA this year? Or does it have to be funded to count as using your ISA allowance?

You can open as may ISA accounts as you like.

I've done this a few times. I've opened an ISA before and then when it's open they suddenly let you know something they hadn't made clear (usually how long you have to transfer an ISA in).
As the others have said - if you don't fund it then nothing happens. You could have 20 different ISAs in one year with £1,000 paid into each and it would be fine.

Although worth noting that some providers only allow you to open maximum one cash ISA per tax year with them.
