Use the defence template in announcements near the top of the forum
Study other recent ECP DCB LEGAL cases over the last 6 months for a suitable paragraph 3, like this Ukpc case
There is no legal requirement to identify the driver

Use the standard template defence and, in your paragraph #3, refute the allegation from the claim form that the P&D or permit did not cover the date and time of parking.

I actually overstayed the time I paid for. But can I refuse the claim by saying I refuse to give details of the driver at the time?
