You might even say it’s short-sighted.

Why would anyone want to drive when they know their eyesight isn't up to scratch?
If your eyesight can be improved with glasses, get some.1 -
I cannot believe that someone is happy to drive whilst knowing that their eyesight is not up to the task. It does not matter if you are 20 or 90 you would be a danger on the road How selfish!

A few years ago there was a fatal accident at an unmanned level crossing.
The elderly driver, his wife and adult son were all killed when he drove on the crossing as a train approached. The subsequent enquiry revealed he had been prescribed glasses by an optician but was not wearing them.

Who has said your eyesight is "fine" and what does that mean?
Things that are differerent: draw & drawer, brought & bought, loose & lose, dose & does, payed & paid0 -
At 74 then you could have had TWO eye tests Free Of Charge - You get one every two years.
Personal I am required to have one each year as I have Diabetes and I also hold a medical licence.
If it becomes a legal requirement then I would expect it to be done alongside licence renewal which is every three years for 70 and over but you have already said Eyesight could be improved with Glasses.
Don't fool yourself and forget vanity - YOU NEED GLASSES

Apparently it doesn't include being able to read a number plate from only 20m away.

Actually you get free eye tests from age 60 so he could have had a minimum of 8 tests by now. Also if an optician thinks you need an annual test that's free too. Personally I don't understand why someone would not want to see everything clearly……..especially for diving.

Anyone who watched the Channel 4 documentary last year that covered the inquest into four deaths caused by drivers who had impaired vision wouldn't, I hope dream of driving, without getting their eyes checked and being assured theat they are safe to drive.
I can;t find a link to the actual program but there is a story on the inquests here
Coroner's call for older driver eye tests after fatal crashes - BBC News

An argument can be made on the basis of road safety that all drivers (or driving licence holders) must have a test every 2/3 years as a condition of continuing to hold a licence.
As for being aware your eyesight is failing, and continuing to drive... Words fail me. I do hope that the OP is not involved in a collision caused by their poor eyesight.
