I went to Ford and got finance for a new car back in 2005 & then have been able to swop the car for a new ford nearly every year right up until covid (new agreement etc each time) can I claim for every vehicle? and what if I can't remember the reg & do not have the paperwork for each vehicle?.

As long as they all meet the criteria regarding having DCA or excessive commissions but it could also be that none of them do.

The proposal is that the finance firms will have to make contact with you, have to admit I've not looked yet at what the proposal is for when neither side have retained paperwork. The redress only starts from 2007 so those vehicles before then are automatically out of scope.

can I claim for every vehicle?

No. The first 1 and possibly the 2nd one fell before the the 2007 qualifying date.

and what if I can't remember the reg & do not have the paperwork for each vehicle?.

You will need to hope they have retained details. They shouldn't really have most of the early vehicles after all this time, but it's possible they archived the data rather than destroyed it. Firms will be expected to bring archived data back online. Although even then, it may not go back all the way as the usual process is retain records for around 6 years, archive it for x years and then destroy records.
