What are my rights here?

I brought a custom item on Etsy and I've waited weeks for it to be made and then I saw on the sellers page my item being used as photo for a new item she's now offering and I don't like it ( it's a coat hook hanger thing) it looks way whiter than I asked she's claiming it is done in the colour I asked but it doesn't look like the colour and I don't like it as she's not sent it yet I asked for a help request and put a refund as my option but she's not mentioned that yet just keeps saying she'll work with me to make me happy with item but I'm not happy I don't like it , it doesn't look like as I envisioned as a consumer do I have a right to a refund here as I've told her I will refuse delivery.
It's an item she could take the customisation off and re sell

Things quite often look a different colour in photos. I’m not sure you have the right to a refund when you haven’t even seen it properly yet.

She sent me a few photos and I know I don't like it , it looks a lot lighter than the colour I asked for

Ultimately you need to see it in person as as Elsien said colours can loom very different in real life vs in a picture. If it matches the colour you requested then you are stuck with it. As it has personalisation you are not entitled to cancel unless it is faulty and you cannot make that decision from pictures.

Photos often look different to reality - im not sure you can get a refund if you haven't seen it yet. Particularly if the seller is willing to work with you to get it adjusted.

What colour does it look like?
As others said, photos online may not give a true impression of colour.
It also seems possible that the photo is not your item but someone else's.

How did you specify the colour of the item? There are standard ways of specifying a colour (the PANTONE Matching System is probably the best known.
If you said "I want my thing to be PANTONE Red 032" and it isn't then you have a legitimate reason to reject.
If you said "Bit lighter than a letter box" and you don't like it then you have a problem.
Did you supply a sample colour?

I asked for a specific beige shade of farrow and ball because that's what she paints with and it looks more white than it should even compared to several photos of the same shade I've seen online it doesn't look like the colour I wanted a warm beige and that's not what the colour looks like.
And I've seen images of my order in different light setting and it's still too white and not what I wanted she says it's the shade I asked for but it doesn't look like it.

Which F&B colour did you ask for?
Do you have the F&B sample card with that colour?

Skimming stone and I've seen it in person and asked if she could paint it F&B skimming stone and she said yes but it's turned out more white looking like a lot paler than it should be

Well it's either painted with that particular shade of F&B or it isn't.
Not 'F&B-like' or 'the same as', actual F&B paint in the colour you specified.
If that's been (demonstrably) done then don't think you have grounds for rejection since it's been customised to your specification.
