Indeed.
“Served” has a completely different meaning and is not relevant here. In some circumstances, a document can be deemed to have been “served” even if it was not received at all (for an example, see Road Traffic Offenders’ Act, Section 1(2), which deals with Notices of Intended Prosecution required for some traffic offences).
In the circumstances here, the OP must be sure that his application was actually received by the DVLA and the only way to do that is to get confirmation from them. He cannot rely on the Interpretation Act.

Myself and my OH have both passed 70 and the “on-line” 3 yearly renewal resulted in a licence arriving in a week. The most recent was 5 months ago. Not sure about licence renewal for medical reasons, etc.
Also no idea about postal renewals, we don’t use that route.

It does seem to be the postal renewals that have a problem. My online ones are very prompt.

I have an annual renewal with a D4 medical form so I have to send in by post each year. Licence never takes longer than 2 weeks to arrive.
